Laura Majors appeals from the judgment of the district court granting summary judgment in favor of the appellee Housing Authority and denying her motion for preliminary injunctive relief. Ms. Majors alleges that she is a handicapped person within the meaning of the Rehabilitation Act of 1973 by virtue of a mental disability which requires the companionship of her pet dog. She further alleges that the Housing Authority has unlawfully discriminated against her by enforcing its ban against pets in its apartments. We find material issues of fact and…
