OPINION AND ORDER

ROSENBLATT, District Judge.

The plaintiff herein publishes a newspaper entitled “Bachelor’s World News Beat”. The sheriff of Maricopa County, Jerry Hill, and several of his deputies are the defendants. 1 In November, 1982, the Maricopa County Sheriff’s Department, working through an undercover officer placed an advertisement in plaintiff’s newspaper. The advertisement was part of an undercover investigation of prostitution.
