Amer Hanna Shendaj (“Shendaj”), Eman Adil Elias (“Elias”), and Montaha Jirges Shamoon (“Shamoon”) 1 (collectively referred to as “Plaintiffs”) commenced this action in response to the United States Citizenship and Immigration Service’s (“CIS”) delay in processing their applications for naturalization.
