This action is before this Court upon a petition in mandamus seeking publication of the West Virginia budget bill for fiscal year 1983-84 as enacted by the West Virginia Legislature and without budgetary reductions by the governor relating to the West Virginia nonintoxicating beer commissioner. By order entered on June 7, 1983, this Court issued a rule directing the respondent, Donald L. Kopp, to show cause why relief should not be awarded against him.
