HANNA, Judge.
Appellant, Michael Watley, appeals the circuit court’s order dismissing his petition for declaratory judgment and injunctive relief. On May 16, 1980, Michael Watley was sentenced to twelve years for rape and ten years *338for kidnapping with sentences to run consecutively. Appellant was given a parole hearing in July of 1991 and was denied parole on August 27,1991. At that time, he was given a conditional release date of July 28, 1995.
