The Conlon Group, Inc., (Conlon Group) brought an inverse condemnation action against the City of St. Louis (City) after the Heritage and Urban Design Commission (HUDC) denied its request to demolish two buildings in the City of St. Louis. The circuit court found HUDC’s denial of the demolition permit effectively deprived Conlon Group of any economically viable use of its property and awarded Conlon Group $4, 259,387.
