This is an original proceeding by prohibition to restrain the district court and the bank commissioner from enforcing and carrying out an order of the district court authorizing and directing the commissioner in the matter of the liquidation of the Sugar Banking Company to borrow, from the Reconstruction Finance Corporation organized by an an act of Congress (15 U.S.C.A. §§ 601-617), $150,000, and mortgage and pledge any and all of the assets of the bank to secure its payment.
