A reasonable and proper solution of the problem would be for this court to determine that the apportionment which the court is now asked to impose upon the state by judicial order is a moot question, the electorate having considered this exact proposal and disapproved it at the election.

Under our system of government, the electorate of the state has the ultimate power to determine, within federal constitutional limits, the apportionment of our legislative bodies, and the fact that the electorate has disapproved an apportionment submitted to it is hardly a sound reason for this court to use to…
