Joseph Jackson, an Oklahoma state prisoner proceeding pro se, appeals the district court’s dismissal of his claims asserted under 42 U.S.C. § 1983 against various members of the Oklahoma Pardon and Parole Board (“PPB”). We have jurisdiction under 28 U.S.C. § 1291, and we AFFIRM.
I. BACKGROUND
