ROGERS, Circuit Judge.

In 1986, a three-judge panel convicted Samuel Moreland of killing his girlfriend Glenna Green, her adult daughter, and three of her grandchildren, and then sentenced him to death. In 2005, Moreland filed a federal habeas petition, which the district court denied and dismissed with prejudice.
