“The court erred in sustaining the plaintiffs’ fourth exception to the master’s report, wherein the master concluded as follows: ‘I am further of the opinion and conclude that the ordinance passed bv the town council of the incorporated town of Sapulpa on February 28, 1905, is null and void, for the reason that said ordinance was advanced from the first to the third reading on the same day, without two-thirds of the members of said council voting in favor thereof, as provided in Mansfield’s Digest of…
