ORDER
SEYBERT, District Judge:
On June 19, 2009, Plaintiffs Catcove Corp. and Dede Gotthelf filed a 70 page, 347 paragraph Amended Complaint, asserting that the Town of Southampton (“Southampton” or “the Town”), the New York State Department of Environmental Conservation (“DEC”) and numerous individual defendants violated 42 U.S.C. §§ 1983, 1985, 1988 by failing to approve zoning changes that would have facilitated Plaintiffs proposed commercial development.
