Foster as relator against the City of Oklahoma City, a municipal corporation; Robert Hefner, mayor; A. P. Van Meter, L. I. Baker, Percy Jones, Salty Fullerton, Joe Campbell, Leonard Dickerson, Harlow Gers, all councilmen of Okla.homa City; Halsey-Stuart & Company, Inc., and C. Edgar Honnold.
