MAGRUDER, Circuit Judge.

This is a consolidated appeal from three judgments entered by the court below in the course of a condemnation proceeding.

On November 12, 1941, the United States, pursuant to the request of the Acting Secretary of the Navy, filed a petition for condemnation of land on the Island of Vieques, Puerto Rico, for immediate public use for security of fleet anchorage.
