The City of Center Line brought this action seeking a declaration of rights as to the location of the 37th district court. Both the plaintiff and the defendants appeal from the ruling of the circuit court.

This action concerns the abolition of the Center Line municipal court. Center Line is a municipal corporation located in Macomb County. It has an area of 1.57 square miles and a population of approximately 10,379 persons. Center Line is completely surrounded by the City of Warren.
