CLEVENGER, Circuit Judge.
G.E. Boggs & Associates, Inc. (Boggs) appeals from the October 31, 1990 decision of the Armed Services Board of Contract Appeals (Board) finding the Contract Disputes Act and the Prompt Payment Act inapplicable to Boggs’s contract claims and denying Boggs’s claim for legal fees and management costs.
