Plaintiff-appellant Imran Ali ("Ali") brought this action in the United States District Court for the Eastern District of New York (Nicholas G. Garaufis, Judge ) under 42 U.S.C. § 1983, alleging that defendant-appellee New York Police Sergeant Donald Kipp ("Sergeant Kipp" or "Kipp") used excessive force against him. At trial, Ali claimed that, while he was in custody following his arrest, Sergeant Kipp slammed his head into the bars and wall of a holding cell, causing two lacerations: one on the top of his head requiring staples, and another on his forehead…
