Petitioner Nathaniel Sims, a New York State (“State”) prisoner who is pursuing an action pursuant to 42 U.S.C. § 1983 against State corrections officers for the alleged use of excessive force against him on December 20, 1999, seeks a writ of mandamus to set aside a discovery order of the United States District Court for the Southern District of New York, Loretta A.
