HOLLOWAY, Circuit Judge.
This is an action for declaratory and injunctive relief challenging the constitutionality of several provisions of the Oklahoma Social Security Act, as amended, 56 O.S.A. § 161 et seq., and of the Oklahoma Department of Public Welfare Manual of Policies and Procedures.
