This is a judicial review of air pollution control regulations promulgated by the Illinois Pollution Control Board (hereinafter “Board”). Petitioners, United States Steel Corporation and Interlake, Inc. (hereinafter respectively “U.S. Steel” and “Interlake”), maintain this action under sections 29 and 41 of the Environmental Protection Act (Ill. Rev. Stat. 1977, ch. llBz, pars. 1029 and 1041), which, when taken together, provide for a direct review by this court of the validity of regulations adopted by the Board.
