MEMORANDUM OPINION

KAPLAN, District Judge.

The sole issue before the Court on this motion to dismiss is whether the New York City Consumer Protection Law, N.Y.C.Ajdmin.Code § 20-700 et seq., permits the Department of Consumer Affairs (“DCA”) to bring suit against an allegedly deceptive purveyor of training and business opportunities and its celebrity endorser. For the reasons stated below, the motion to dismiss is denied.
