INTRODUCTION
Plaintiff Lidia Bonilla brought this action under the Administrative Procedure Act, challenging the U.S. Citizenship and Immigration Services’ (“USCIS”) denial of her application to adjust her status to that of a lawful permanent resident (“LPR”).
