Recently, in Wall v. Stanly County Board of Education, 378 F.2d 275 (4 Cir. 1967), we had occasion to restate the requirements of the Fourteenth Amendment in regard to teacher displacement and discharge upon the reorganization of a school system to eliminate racial discrimination.1 In this case, we are asked to decide whether the rights of Negro teachers in the nine schools comprising the school system of The Ashe-boro City Board of Education, a public corporation of the State of North Carolina, were violated, generally, when the beginning steps toward racially…
