This is an appeal from a judgment of the district court dismissing with preju*178dice the plaintiff’s complaint seeking reversal of the action of her school committee which refused to renew her contract of employment as a teacher. She contends that the committee acted either irf ah'arbitrary and capricious manner or ^cted to penalize her for exercising her constitutional rights. Jurisdiction is "based upon Title 28 U.S.C. § 1343(3), Title 42 U.S.C. §§ 1971, 1981, 1983 and 1985, and the First, Fifth, Thirteenth, Fourteenth and Fifteenth Amendments to the Constitution…
