hThe Arkansas State Board of Licen-sure for Professional Engineers and Professional Surveyors (“Board”) appeals from an order of the circuit court that reversed the Board’s decision to fine and permanently revoke the surveyor’s license of Robert Allan Callicott. The circuit court ruled that the Board’s findings of ethical violations were not supported by substantial evidence, that “the offense alleged was vague,” and that the punishment imposed was unduly harsh.
