Jerry Stewart appeals from a judgment dismissing his petition to enforce the Missouri Sunshine Law, Chapter 610, RSMo 2000, 1 in which he requested that Williams Communications, Inc. (Williams) provide him with records and documents involving the acquisition of certain right-of-way easements in Johnson County. The trial court dismissed Mr. Stewart’s petition because it found that only public governmental bodies are subject to the Sunshine Law, and Williams was not a public governmental body as defined in § 610.010(4).
