KEITH, Circuit Judge.
This case centers around a labor dispute between Plaintiffs CSX Transportation, Inc., and Consolidated Rail Corporation (“CSX and Conrail”) and Defendants United Transportation Union, et al. (“UTU”). At issue is whether the district court erred in determining that the dispute, which is over the substantive scope of a national moratorium on contractual negotiations between the parties, is a “major” dispute under the terms of the Railroad Labor Act (“RLA”). 45 U.S.C. § 151.
