This is a proceeding by W. E. Steelman and his insurance carrier, brought against Earl Eugene Justice, referred to herein as claimant, and the State Industrial Commission to review an order of the commission awarding compensation to claimant.

Claimant was not represented by counsel at the hearing before the commission nor is he so represented in this court. The case is briefed by the Attorney General on behalf of the State Industrial Commission.
