George Singleton is a Navy veteran who served during the Vietnam War and who now suffers from posttraumatic stress disorder (“PTSD”) and schizophrenia. He applied for disability benefits in February 1981 but his claim was rejected. Much later, the United States Court of Appeals for Veterans Claims (“Veterans Court”) and the Board of Veterans’ Appeals (“Board”) concluded that Mr. Singleton was in fact entitled to benefits stemming from that initial claim.
