The appeal in this case is from the assessment of a portion of the cost of paving one alley and the intersections on Third and First Streets in Guthrie Center, Iowa, against the property of the Chicago, Dock Island & Pacific Bailway Company, and involves the construction of parts of the following provisions of statutes:
