Pending before the Court are Defendant’s Motion for Summary Judgment (Dkt. 23) and Plaintiffs Cross-Motion for Summary Judgment (Dkt. 33). The dispute centers on a motorized vehicle trail proposed by the Forest Service in the Caribou Targhee National Forest, which Plaintiff argues will impact the forest’ waters and other characteristics.
