FABE, Justice.

I. INTRODUCTION

In these consolidated appeals, we address the question whether the Municipality of Anchorage is required to compensate the Anchorage Police and Fire Retirement System (“APFRS System” or “System”) for any resulting adverse actuarial impact on the System when the Municipality of Anchorage settles a grievance. Under different factual scenarios, this question was litigated before two different superior court judges, with each reaching a different result.
