This is an appeal from the Workers’ Compensation Court regarding the proper test to determine the degree of permanent partial disability.

This is the second time this case has been before this Court.

Hafer was an iron worker for the Anaconda Aluminum Company in Columbia Falls, Montana. He was involved in an industrial accident on June 17, 1977, in which he sustained a displaced fracture of his left elbow.
