OPINION
STANLEY S. HARRIS, District Judge.
This matter is before the Court on defendants’ motion to dismiss plaintiffs amended complaint for declaratory and in-junctive relief. 1 Upon consideration of the entire record, the Court grants defendants’ motion to dismiss. Although findings of fact and conclusions of law are unnecessary in ruling on a motion under Rule 12, the Court nonetheless sets forth its analysis. See Fed. R.Civ.P. 52(a).
