MAGILL, Circuit Judge.
Michael McCormack appeals the district court’s order granting motions to dismiss. McCormack brought this action in federal district court alleging breach of contract and negligence by the defendant banks in connection with a letter of credit transaction. As this transaction involved international banking, jurisdiction was premised on 28 U.S.C. § 632.
