Defendant, Illinois Department of Public Aid (Department), appeals from a judgment of the circuit court of Woodford County reversing a decision by the Department that it was entitled to recoup an overpayment of $173 in assistance benefits paid to plaintiff, Penny Deford-Goff, under Aid to Families with Dependent Children (AFDC). Relying on Cochran v. Illinois Department of Public Aid, No. 91— MR — 15 (Cir. Ct.
