¶1 — The essential question in this dispute is whether a patient whose medical records have been disseminated in violation of the apparent purpose of *873Washington’s Uniform Health Care Information Act (Act), chapter 70.02 RCW, can sue state agencies, including the Department of Health and the Office of the Attorney General.
