Before this Court is a petition for review filed by Michael William Woodford (Woodford) and Options Insurance Agency (jointly, Producer) from two orders of the Insurance Commissioner (Commissioner). The proceeding before the Commissioner related to allegations by the Pennsylvania Insurance Department (Department) that Producer violated portions of The Insurance Department Act of 1921 1 (Act) in paying referral fees and in charging certain fees to consumers.
