Micheal Outley brings this action against the City of Chicago and individual *855defendants Thomas Powers,1 Alan Stark,2 and Paul Mazur3 alleging employment discrimination based on race, as well as retaliation, in violation of Title VII of the Civil Rights Act of 1964, as amended 42 U.S.C. § 2000e et seq. , and 42 U.S.C. §§ 1983 and 1981.
