This case is before us on the application of the National Labor Relations Board (the Board) for enforcement of its order 1 issued against the American Postal Workers Union, St. Louis, Missouri Local, AFL-CIO (the Union) and the United States Postal Service (the Postal Service) on March 5, 1979. Both the Postal Service and the Union have petitioned for review and set aside of the order.
