Plaintiff Lucio Ortiz-Contreras is a federal prisoner who, “at all times relevant to this complaint,” was incarcerated at Bureau of Prisons (“BOP”) facilities in Pollock, Louisiana (USP Pollock) and Lewis-burg and Allenwood, Pennsylvania (USP Lewisburg and USP Allenwood).
