Appeal from an order of the Supreme Court (Keegan, J.), entered August 5, 1996 in Albany County, which granted petitioners’ application, in a proceeding pursuant to Election Law § 16-102, to declare invalid the designating petition naming respondent Darlene Cocco as the Democratic Party candidate for the office of Member of Congress for the 17th Congressional District in the September 10, 1996 primary election.
