In 2006, Delmart Vreeland, II was convicted in Colorado state court on various charges related to sex offenses and drugs. Mr. Vreeland initiated the instant action when he filed a pro se 1 petition for a writ of habeas corpus under 28 U.S.C. § 2254. The district court dismissed the petition without prejudice for failure to exhaust state remedies.
