*980To the Honorable the Senate of the Commonwealth of Massachusetts:

The Justices of the Supreme Judicial Court respectfully submit this answer to the question set forth in an order adopted by the Senate on October 20, 1975, and transmitted to us on October 28, 1975. The order recites that there is pending before the General Court a bill printed as House Bill No. 6691, entitled “An Act authorizing the city of Revere to use certain park land for school purposes” and that grave doubt exists as to its constitutionality if enacted into law.
