Elmer J. Gunn and Clarence L. Haekett were police officers in cities of Emmetsburg and Estherville respectively. On February 11, 1955, at about 1:30 p.m., Mr. Gunn was on duty and was leaving the police station to check parking meters installed and maintained by Emmetsburg. While proceeding along the street he slipped and fell on the ice and sprained his anide. His medical and hospital bills were $22. On July 6,1955, at about two a.m., Mr. Haekett, a police officer on night duty, was performing the task of cheeking and testing doors of business establishments in Estherville to ascertain if…
