A Louisiana state court convicted Jewell Scott of one count of second degree murder and of two counts of attempted second degree murder. After exhausting his state court remedies, Scott brought a habeas corpus petition in federal district court pursuant to 28 U.S.C. § 2254 (1988). He alleged that (1) he received ineffective assistance of counsel, (2) the evidence was insufficient to support his conviction for second degree murder, (3) the trial court denied him due process by refusing his request for money for a ballistics expert, and (4) the trial court…
