In these consolidated actions, plaintiffs challenge a legislative environmental impact statement (“LEIS”) accompanying a statutorily mandated report conducted by defendants concerning the future management of the coastal plain of the Arctic National Wildlife Refuge (“ANWR”) in Alaska.
