Before the Court is plaintiff National Law Center on Homelessness and Poverty’s (NLCHP) Motion [651] for Attorney Fees and the response and reply thereto. For the reasons below, the Court awards NLCHP with $450,329.52, or % (87.5%) of the fees it seeks.

I. BACKGROUND
