LOKEN, Circuit Judge.
On October 19, 1989, the St. Charles, Missouri, police arrested Norman Ray Woodall for a state firearms offense and seized $1,811 in cash while booking him at the local jail. Woodall was subsequently indicted and convicted of violating 18 U.S.C. §§ 922(g)(1) and 924(e)(1). See United States v. Woodall, 938 F.2d 834 (8th Cir.1991). In January 1992, Woodall commenced this action by filing a pro se “Motion for Return of Property” to recover the $1,811.
