This is an appeal by one Charles G. Kelley, appearing in propria persona, from a judgment of the superior court in review proceedings had under section 2182 and 2182.1 of the Welfare and Institutions Code, to which all section references apply unless otherwise indicated. The judgment upheld the decision of respondent State Social Welfare Board as to retroactive old age aid for Kelley in all respects save the determination of the board that the additional aid claimed by Kelley for the first three months of 1940 was barred by section 338 of the Code of Civil Procedure.
